Early Substance Abuse Treatment Program
The Early Substance Treatment Program is offered to individuals convicted of Driving Under the Influence (DUI) or Operating While Intoxicated (OWI). Offenders who meet the Level II treatment standards established by the State of Illinois are eligible.
The Early Substance Abuse Treatment Program for Level II (moderate risk), which meets one hours per week for twelve weeks, and focuses on the consequences of harmful chemical use and the building of skills to avoid the development of an addiction. The Level III program is available through regular Riverside intensive treatment programs. Riverside is licensed to perform DUI evaluations and employs certified DUI evaluators.

Victim Impact Panel
The Victim Impact Panel is a service offered in conjunction with the 14th Judicial Court for Driving Under the Influence (DUI) offenders. The panel uses individuals who have experienced a loss as a result of a drunk driving incident. These volunteers relate their experiences to the group in an attempt to convince these offenders not to drink and drive.
Individuals convicted of DUI in Illinois are court-ordered to participate in the Victim Impact Panel. Registration is provided by Rock Island County Court Services. Rock Island and Mercer County Court Services receive documentation of all individuals who attend the session. The program is not open to the public. Special Victim Impact Panels are available for the multiple DUI offender and for Spanish speaking participants.
The Victim Impact Panel meets from 7 to 9 p.m. the third Tuesday of the month.
